The Bad Shepherd''s shadowy figure exposed his dark side early in life. Later, Joe Shepherd's escapades in rural Tennessee captured the attention of the entire state during the 1970's and 1980's. His penchant for hanging around with young teenagers seeking his next quarry avoided scrutiny for a while. The third grade educated man with unkempt clothing and greasy fingernails was able to charm young, poor, and unsuspecting women. Many women have shared their harrowing experiences with Joe. After two girls separately disappear for a period of time, the elusive Shepherd also disappeared. He would prove to be a cunning quarry for Joe Graves and the rest of the Tennessee police force during those days. He would become one of Tennessee's most notorious killer who evaded law enforcement for years. His dastardly deeds during this period defies imagination. Questions remain about the "rest of the story" still today.
