Add the chile, onion, bell pepper, and cilantro, and toss to blend.Add the oil, vinegar, and lime juice. Season with salt and pepper and stir to blend well.Cover and refrigerate for at least 4 hours or up to 5 days before serving. The longer it marinates, the better it will be. Ingredients 3 cups cooked black-eyed peas or two 15.5-ounce cans, well drained 1 jalapeño chile, trimmed, seeded, and minced 1 cup finely diced onion 1 cup finely diced red or yellow bell pepper ¼ cup chopped cilantro ½ cup canola oil ¼ cup apple cider vinegar ¼ cup fresh lime juice
